It sounds like he had chronic retention meaning his bladder had been stretched
there are no specific exercises to train the bladder power.
He could have a flip flow valve as opposed to have the catheter on free drainage which helps the bladder retain some tone
The only way to see if the bladder has enough tone to enable voiding is to perform the surgery (TURP or HoLEP with laser) although i agree he could still be left with a catheter if the bladder hasn't enough strength after it has been disobstructed.
The other option is passing a catheter himself twice a day (intermittent self catheterisation) and not having a permanent one which some men prefer.

How big did they say the prostate was? was it formally measured by ultrasound?, how much urine came out when they first catheterised him? more than 2 litres?
If over 100g/cc then holmium laser enucleation often the best technique to go for.
