Is this Eczema or Scabies?

My girlfriend and I have been itching for the past few weeks and the dermatologists we have seen have different opinions on what it is - some say it's eczema and some say it's scabies.

We took some pictures of the affected areas and we're wondering if you can help us out - does this look like scabies?
